The Third European Driving Licence Directive (3DLD)

Due to come into effect in 2013, it may remove the entitlement for riders who have undertaken CBT to ride unaccompanied while displaying L plates.

The Directive will also increase the minimum age for Direct Access (DAS) from 21 to 24; the minimum age for riding a bike of more than 125cc will increase from 17 to 19.

If a rider passes a test at 17 they will have to gain two years experience on an A1 class bike (up to 125cc) before taking another test to progress to the A2 (50bhp) licence, with another two year wait and possibly another round of tests (yet to be confirmed), before being granted a category A licence.

Consider this scenario:

A bike mad youth who dreams of riding a sports bike will face a four year ‘probation’ on smaller bikes, two or possibly three stages of training and tests along the way, with huge expense attached.

How many young people will be able or willing to summon sufficient commitment, patience and money to progress through all these stages of restriction and tests?

Training School Costs

The cost to training schools will spiral due to the need to replace existing bike fleets with new bikes to meet the new standards proposed by the Directive. These new bikes will incur not only the cost to buy, but the cost to insure, tax, service and maintain and of course these bike will need to be garaged so extra storage in most cases will need to be catered for.

You the customer will inevitably be the one paying to cover the extra costs involved. So course fees will increase considerably!
